Monitoring and Assessment of the Education Quality Department

In 2004-2005, the problem of the education quality and its assessment appeared to be one of the hot-burning issues in the reformation of the national educational system. It became a reason for the adoption of the statements of the Cabinet of Ministers of Ukraine “Certain Issues of the Introduction of the External Independent Testing and the Monitoring of the Education Quality” 1095 of the 25th of August in 2004 where the tasks that must be fulfilled by the Academy of Pedagogical Sciences of Ukraine were notified in the article 4; they were the following: to provide the scientific accompaniment for the external testing and the monitoring of the education quality; to develop the criteria for the evaluation of the education quality; to conduct the analysis of the monitoring researches and to provide the information about its results for the Cabinet of Ministers of Ukraine On the Urgent Means for the Purpose of the Introduction of the External Independent Testing and the Monitoring of the Education Quality 1312 of the 31st of December in 2005. Namely for the fulfillment of the abovementioned tasks, in accordance with the resolution of the Presidium of the Academy of Pedagogical Sciences of Ukraine, the department of the education quality assessment was founded on the 1st of February in 2006. At that time, it included two laboratories: the Laboratory of Pedagogical Assessment and the Laboratory of the Monitoring Researches on the Education Quality.

The Laboratory of Pedagogical Assessment was chaired by Shchekatunova Hanna Dmytrivna, the Candidate of Pedagogical Sciences.

The staff of the Laboratory was the following:

· Bulakh Iryna Yevhenivna – Doctor of Pedagogical Sciences, Professor;

Lokshyna Olena Ihorivna Candidate of Pedagogical Sciences;

Ovcharuk Oksana Vasylivna - Candidate of Pedagogical Sciences;

Chudakova Vira Petrivna junior researcher;

Mruha Maryna Rashydivna - junior researcher.

In 2006-2008, in the Laboratory, the study on the topic The Theoretical and Methodological Fundamentals of the Education Quality Assessment was conducted. The Laboratory of the Monitoring Researches on the Education Quality was chaired by Zhuk Yuriy Oleksiovych, Candidate of Pedagogical Sciences, Associate Professor.

The staff of the Laboratory was the following:

Lukina Tetyana Oleksandrivna Doctor of Sciences in State Management, chief researcher of the Laboratory of the Monitoring Researches on the Education Quality (part-time);

Lyashenko Oleksandr Ivanovych full member of the Academy of Pedagogical Sciences of Ukraine, Professor, chief researcher of the Laboratory of the Monitoring Researches on the Education Quality (part-time);

Sytnyk Denys Valeriovych researcher;

Khoroshkovska Tetyana Petrivna junior researcher;

Sereda Leonid Ivanovych junior researcher;

Dvoretska Larysa Pavlivna junior researcher.

In 2006-2008, in the Laboratory, the study on the topic The Scientific and Methodological Fundamentals of the External Independent Testing of the Pupils’ Academic Achievements was conducted.

In accordance with the results of the researches of 2006-2008, the staff of the department prepared the manuscript of the monograph Education Quality: Methodology of Evaluation, Criteria, and Indexes, (the authors: Lyashenko O. I., Lukina T. I., Zhuk Yu. O., Shechekatunova A. D., Murnina A. S., the editor O. I. Lyashenko) and the manuscript of the handbook Monitoring education Quality (the authors: Lyashenko O. I., Lukina T. I., the editor O. I. Lyashenko) for publishing In the monograph, modern understanding of the methodological approaches to the specification of the concept of the quality assessment, the processes and the technologies of the education quality assessment, its criteria and indexes, the main data that is necessary for the organization and the conducting of the experimental pedagogical study using the test technologies was provided.

In the handbook, the analysis of the modern situation with the procedures that cover the quality provision was provided; it is necessary to use it in the process of the external testing. The corresponding standards which determine the rules, the requirements, and the criterion on the system of the educational and the psychological testing and evaluation were observed. The rights and the duties of the participants of the evaluation process were analysed.

Beyond the plan, the handbook The Standard Requirements to the Pedagogical Assessment and Testing. An academic edition / Ya. Ya. Bolyubash, I. ye. Bulakh, M. R. Mruha, I. V. Filonchuk. Kyiv: - 200 p. was prepared and published as the extra-budgetary expenditures.

In the handbook, the information about the modern approaches to the standardization of pedagogical testing, the role of standardization in the guarantee of a fair evaluation was generalised. The standards that are aimed at the specification of the main technical and technological requirements to the tests, the international recommendations to the usage of the tests and the rules of the proper practice and the professional responsibility in the sphere of pedagogical testing were observed in detail. In the appendixes, the official translations of the main international documents that covered the requirements standardisation, the procedures, and the responsibility of the participants of the process of pedagogical assessment and testing were provided.

The book is for the school and the university teachers as well as the wide range of the employees of the educational organizations and the institutions that work on the education assessment.

In 2008, the laboratories were united in the Laboratory of Education Assessment that was chaired by Yu. O. Zhuk.

In 2009-2011, in the Laboratory, the research work on the topic The Scientific and Methodological Fundamentals of the Assessment of the Comprehensive Secondary Education was performed. The results of the studies were represented in The Organizational and Methodological Provision of the Monitoring Researches on the Comprehensive Secondary Education monograph (the authors: Lyashenko O. I., Lukina T. O., Vashchenko L. S., Polyanskyi P. B., Zhuk Yu. O., The editor Lyashenko O. I. Kyiv: Pedahohichna Dumka publishing house, 2011. 160p.) and The Methodology and the Technologies of the Assessment of the Work of the Comprehensive Educational Institution (the authors: Lyashenko O. I., Lukina T. O., Bulakh I. Ye, Mruha M. I., the editor: Lyashenko O. I. Kyiv: Pedahohichna Dumka publishing house, 2012. 160 p.). In the monograph, the problems of the methodological provision of the monitoring testing of the education quality, the variative technologies of the determination of the level of the secondary pupils educational achievements were observed; in the handbook, the methodology and the technological peculiarities of the assessment of the work of a comprehensive educational institution, the organization of the assessment process taking into consideration the modern achievement of qualimetry, the interpretation of the assessment results were observed. The monograph became a first prize winner at the competition of the monographs of the National Academy of Pedagogical Sciences of Ukraine (2012).

In the handbook, the scientific fundamentals and the methodology of the assessment of the comprehensive educational institutions work, the methods of the interpretation of the results of the standardized assessment of the pupils academic achievements, the practical recommendations on the organization and the monitoring of the education quality, the assessment of the work of the comprehensive educational institutions were represented. The handbook is for headmasters, managers, and pedagogues. In total, 110 works were published in the process of the research work fulfilment.

Since 2012 till 2014, the staff of the Laboratory of the Education Quality Assessment was conducting a study on the topic The Test Technologies of the Assessment of the Key and the Subject Competences of the Pupils of the Secondary and the High Schools.

In accordance with the results of the study on this topic, the monograph The Test Technologies of the Assessment of the Key and the Subject Competences of the Pupils of the Secondary and the High schools (10,0) and the handbook The Test Technologies of the Pupils Competences Assessment (8, 0) were prepared.
